Definition of resilience: Ability to rise from the adversity of the COVID-19 virus, adapt, recover, and access a meaningful and productive life.
This resolution specifies the conditions for economic, social, and state reactivation, to allow the opening of the country with the lowest risk of COVID-19 transmission. Including all activities of the socioeconomic functioning of society, adopting the general biosafety protocol that allows its development.
The resolution includes both the public and private sectors and the different social, economic, educational, cultural, sports, agricultural, transportation, and religious activities that comprise the complete functioning of society.
The conditions for beginning economic, social, and State reactivation activities include the criteria that governors, mayors, and citizens must consider for this new stage of economic opening throughout the national territory. It is divided into three cycles;
Cycle 1. It begins at the moment this resolution enters into force; reaching 69% vaccination coverage of the population in phase 1 of prioritization of the National Vaccination Plan, and provided that the ICU bed occupancy of the department to which the municipality belongs is less than 85%. In this cycle, public and private events such as concerts, sporting events, nightclubs, and dance venues may be held, also maintaining a minimum physical distance of 1 meter and respecting a capacity of 25% of the infrastructure where the event takes place.
Cycle 2. It begins when 70% vaccination coverage of the population in phase 1 of prioritization of the National Vaccination Plan has been achieved, also when epidemiological resilience exceeds 0.5, and ends when a municipal epidemiological resilience index of 0.74 is reached. In this cycle, public and private events such as concerts, sporting events, nightclubs, and dance venues may be held, also maintaining a minimum physical distance of 1 meter and respecting a capacity of 50% of the infrastructure where the event takes place.
Cycle 3. It begins when epidemiological resilience reaches 0.75, and extends until the validity of the resolution. In this cycle, public and private events such as concerts, sporting events, nightclubs, and dance venues may be held, also maintaining a minimum physical distance of 1 meter and respecting a capacity of 75% of the infrastructure where the event takes place.
Likewise, establishments providing lodging services must comply with the biosafety measures set forth in the annex to the resolution and have a specific area for the isolation of users who test positive for COVID and must comply with the respective quarantine. These types of establishments may also make available all rooms, and services associated with this, such as food, recreation, and leisure, but these must comply with the defined capacities.
On the other hand, initial, preschool, basic, and secondary education services will be provided in person, including school feeding services, transportation, and complementary activities. The capacity is determined by the capacity of the educational establishment, also maintaining a minimum physical distance of 1 meter and respecting the biosafety measures defined in the resolution. Likewise, work activities will be organized upon their return according to the complete vaccination schedule.
"It is proposed that this progressive opening will be related to the specific progress of the vaccination process. In the case of preschool, basic, and secondary education, the return to classes should occur once the second dose of vaccination for teachers has been completed, which implies that it will be carried out around July 15 according to the schedule of the National Vaccination Plan", indicated the minister.
On the other hand, the sports sector is included as part of economic reactivation. This includes the practice of physical activity, recreation, and sport in training and physical conditioning centers, directed group physical activity with music, healthy active routes/cycle paths, community social sport, recreational activities throughout the life course, recreational, professional, and high-performance sport.
Likewise, Resolution 777 of 2021 brings with it indications for the labor sector. This includes the surveillance of workers' health in the context of the Occupational Safety and Health Management System (SG-SST) and defines alternatives for work organization, citing as an example the implementation of flexible hours or staggered entry and exit shifts throughout the day and other strategies to avoid crowding of workers at entry and exit, in the workplace.
The resolution also indicates measures for the agricultural sector, where in those productive units where temporary labor is required for crop harvesting tasks, and that implies the temporary stay of workers in these, there must be an area for isolation of people positive for COVID-19 who must comply with the respective quarantine.
Likewise, the resolution contemplates the air transport sector. This sector includes airport operators, airlines, and aircraft operators and passengers. And for the land transport sector, the resolution indicates the implementation of measures to regulate passenger access to portals, ticket offices, and vehicles, route planning, maintenance, and the proper use of biosafety elements.
The measures that must be generally adopted according to the technical annex of Resolution 777 of June 2, 2021 include:
- Mandatory and permanent use of face masks.
- Frequent hand washing to reduce the level of contagion.
- Implementation of open or artificial ventilation mechanisms for enclosed spaces.
- Cleaning and disinfection protocol for all areas and infrastructures.
- Waste management.
- Self-care and responsible decision-making by citizens to reduce and prevent contagion.
- Physical distancing.
- Mental health care.
- Risk communication and health care.
The departmental and district Health Secretariats will be responsible for verifying compliance with the collaboration and participation of national, departmental, and district authorities, employers, the health sector, and the community in general.
